dsPIC33 video controller
dsPIC33 has a great performance parameters. It provides a power enough to drive 320x240 display with GLCD or TV output.
I'm not a Ben Ryves' affiliate, but - he's great! I hope you know his Z80 project - and this one is a new child in his family: Display controller, built on dsPIC33.
His first attempt was the GLCD controller (graphic LCD pannels often has no controller inside and you have to deal with all the timing and image refreshing 60 times per second). Ben reworks this controller to generate TV PAL monochrome signal. Great work, Ben!
